Manager, Community Development (Permanent, Full Time)

Currently, Bissell Centre is looking for the right individual to fill the position of Manager, Community Development. The key function of this position is to provide leadership and manage the operations of Bissell Centre’s Community Space, which includes providing basic needs such as showers, laundry, and clothing & hygiene items. Another key component of our Community Space is to provide programming that allows clients to meet the challenges of poverty and to learn skills that would allow them to be sustainably interdependent in their communities. The Manager would be responsible for overseeing program development and creating collaborative partnerships to deliver programs/services to our community.   


The Manager of Community Development is responsible for the co-supervision of the Inner City Recreation & Wellness Program (ICRWP), in partnership with Boyle Street Community Services. 

Specific responsibilities of the position include:

Program Delivery

  • Lead the development and implementation of the new Community Space Model. Oversee the day-to-day operation of all Community Development programs.
  • Monitor and evaluate program delivery and quality on an on-going basis.
  • Coordinate the development and delivery of programs with internal programs and external agencies.
  • Develop connections within Edmonton’s Indigenous communities.



  • Recruit, hire, orientate, train and supervision of all direct report staff
  • Assist Team Lead in the facilitation of regular staff meetings to inform, plan, direct and gather staff feedback.
  • Schedule and supervise bi-weekly supervision meetings with all direct report staff to ensure they meet their targeted goals, program delivery and submission of reports within the set timeframe and guideline.
  • Conduct debriefings with staff, as required, regarding vicarious trauma and critical incidents.
  • Complete probationary evaluations and annual performance reviews of all staff.
  • Attend and participate in bi-weekly supervision meetings with the Director, Community Programs and Services.
  • Create an inspiring team environment with a culture of open communication. 


  • Develop, implement and monitor an annual program budget in cooperation with the Director, Community Programs and Services.
  • Monitor, approve and submit receipts for program expenditures.


General & Administrative 

  • Ensure outcome measurement tools are being used in each program being delivered, including ensuring compliance with funder reporting requirements.
  • Produce monthly reports on program KPIs.
  • Coordinate and/or assist with developing proposals for funding and seek out new funding sources.
  • Maintain all administrative paperwork and data requirements for programs including keeping accurate and up-to-date computer records, program information, and critical incident reports within established time standards.
  • Attend regular meetings and trainings as required.
  • Other duties as assigned.


 The ideal candidate would possess the following qualifications:              

  • Degree in Recreation, Social Work, Education, Social Sciences, or combination of other relevant education and experience.
  • Minimum 3 years relevant employment experience, experience as a team leader or supervisor is an asset.
  • Proven work experience in a community development setting
  • Knowledge of Indigenous cultural resources, ceremonies, and protocols is an asset.
  • Familiarity with issues of poverty, homelessness and Edmonton’s urban core.
  • Strong written and verbal communication and interpersonal skills, result orientated, excellent time management, strong organizational and problem-solving skills.
  • Self-motivated and able to work independently.
  • Excellent administrative and computer skills including Microsoft Word, Excel and Outlook.
  • Criminal Record and Child Welfare checks are required.
  • Valid Driver’s License is required and access to a vehicle would be preferred.
  • Employees with Social Work Diploma/Degree/Masters are required to provide and maintain ongoing registration, in good standing, with Alberta College of Social Workers (ACSW) as per Alberta Health Professions Act.
